Apr 22nd 2011 6:22PM It's not a matter of color but a matter of responsibility. if you have a child with "special needs" then the child should be enrolled in a school geared to handle special needs children. the general public school does not have money to pay for specially trained teachers to handle children with wild emotion outbursts. these children have a higher chance of hurting themselves or others if not constantly supervised by trained personnel.
