Companies and individuals do not have the money to buy it legally. If it were not so readily available in China, a Chinese company would create its own version, and Adobe would be out of business in China. As it stands now, someday Adobe will make sales in China, and will see immense profit there, because companies pirate the software instead of a company making its own version.
