Microsoft releases Office 2003 SP3 (Download Squad)

Oct 21st 2007 1:50PM Since I installed Office SP3, none of the links in any of my e-mails in Outlook 2003 work, and I get the
following message : "This operation has been cancelled dut to restrictions in effect on this computer. Please contact your system administrator."
I have Windows XP SP2 Professional, on my 1 and only computer, and I am the administrator. The e-mail links in Outlook 2003, have always worked prior to the install of Office SP3, and I have never blocked access to these links at any time. Now they read "blocked: http://(e-mail site"). How can I unblock these?
