I got the Cloud Player to work both on my PC and on my Android device while traveling outside the US without any problems since my billing address is in the US.
Apparently all I had to do to get the Cloud Player for Android to work was to download the "Amazon MP3 Downloader" on my PC, then "download" the free MP3 that is provided to test the software to the Cloud Drive. Once I got that free MP3, everything opened up and I'm able to stream both on my PC and Android. Again, my billing address IS in the US, but I'm currently traveling abroad.
