Microsoft Office Web Apps now available everywhere
The number of countries where Microsoft's Office Web Apps are available has continually grown since the apps' first preview back in September of 2009. Recently, Office Web Apps have become available in 15 additional territories, and then in 150 more last month. That was also when Microsoft promised that its Web-based Office suite would finally achieve worldwide availability this month.
It has happened today. With the addition of 18 more countries from Central and South America, Office Web Apps are now available worldwide to anyone using Hotmail or SkyDrive. The countries that have received access today are Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Nicaragua, Panama, Paraguay, Peru, Puerto Rico, Uruguay, and Venezuela.
Office Web Apps are now available in more than 190 countries, and they've already been used by 30 million people. To join them, just head to Office.com/WebApps.

What I cant figure out is how to open a .xls file already on your puter.

I was going to try this out and make a snarky comment when it didn't work in Opera+Linux, but it worked! Totally didn't expect that.
