This has nothing to do with roaming charges, the content is priced differently for other countries this is due to publishing and distribution deals. While the service reps are probably either misinformed or not technical, a publisher may set prices for it's products differently depends on territory.

Publishing or distribution deals would be a valid reason, if only it was not for public-domain works like Moby Dick. Amazon has nobody else to pay in this case -- it's just Amazon jacking up the price for _nothing_.
No licensing/distribution is required for public domain works by Amazon.

True, however:
1) just because a book is public domain doesn't mean it's free. If you go into any bookstore you will not find free copies of Dracula and Moby Dick, you are paying for the printing, distribution, etc.
2) Consider Amazon US and Amazon International two different stores, which in the way they are managed, they are. Each store reserves the right to price their items accordingly.
3) Since the book is in the public domain, you are free to download an epub formatted version of it, if the Kindle only supported this standard format :)
4) As a person who lived in Israel for 20 years, I share your pain, we do get everything jacked up.

No, you can't get that Moby Dick book for free. It's not available outside of US.
