Outside the U.S. ? Don't try to upgrade Voice in Gmail
Now that I -- like a number of our international readers -- have the voice calling feature in my Gmail inbox, I fully intend to use it at least occasionally. Which is why I'm thankful this handy tip was posted over at Google OS this morning.
If you're outside the U.S. do not click the upgrade your account button. As you can see, the results are less than thrilling -- you'll lose access to the feature.
Hopefully Google will hide the button from non-U.S. users in the near future, but for now just resist the temptation to click and you should be OK!

To late for me :/ I clicked upgrade and lost the feature.

That is really strange. But are you still able to make calls to the US and Canada for free as long as you don't press the "Upgrade Your Account" Button? I'm in Canada so it'd be nice to be able to make long distance calls to the rest of the country and to relatives in US for free.

A bit too late for me to. However, I can still make phone calls in Gmail.

The article needs updating. I clicked that button, read the pop up stating it was for the US only, and continued. As you state, I can still make calls through Gmail, but I don't get the voice.google.com interface.
As I posted on the Google Operating Systems blog[1]:
I think that now that Google has added this call button, Canadians will soon be getting the full version Google Voice (with a Google number)

Also down here in Puerto Rico, same situation. Can make calls, and I can see call history in Voice.

I used the Tor Browser Bundle, connected to Tor, logged into Gmail, loaded Google Voice and got the option to cancel my upgrade! I realize I probably got lucky having Tor randomly assign me a US based node, but it was so quick and easy that it's worth a try.

I pressed it, I think you can still make calls, but you won't be able to access google.com/voice like you used to be able to before you clicked it. But you still have the dial pad.

I am in Canada and it said " You must have a US phone number to use other features." and I clicked on it to look at the Google Voice main features.
I can still make calls.
Maybe Google is going to be the one to push Canadian Communications Providers into letting them get numbers from all provinces so services like Skype and Google Voice can operate easier in Canada.
I can dream cant I?
