Others have been having this issue. Here's a response I found on the Payvment blog:

I assume you are talking about clicking the link to add your storefront to a Facebook Page. If you do not have a Facebook Page yet (which is different than your profile page) click the Create Page link in the storefront admin first to make one. If you are trying to add the storefront to your Profile page, The Storefront tab is already available to you. Just click the "+" tab on your profile to make it visible.
