A second "candidate" build of Firefox 3.6 beta 1 is available here:

And judging by the latest Firefox Delivery Meeting Oct. 21 notes page:

Firefox 3.6 beta 1 is now scheduled to be released on October 28.

bottom line: another DELAY by Mozilla in releasing FF3.6b1.
