Have you ever heard of XAMPP? I guarantee you, in 5 minutes I can visit the XAMPP site, download the package, unzip it to a directory, run three batch files, and have a whole Apache + MySQL + PHP + Perl system up and running. I would dare to say it might be quicker even than setting up each system through the package manager (Synaptic or w/e).
WampServer is not much different, though I've used XAMPP more frequently. And setting up each piece by itself, yes would take a little time, but really isn't all that hard...
