sTabLauncher

Dock-style program launchers are great if you have 10-15 applications that you use all the time. But if you have dozens of applications that you regularly need to launch, you can quickly fill up a utility like RocketDock with more program icons than you can fit on your desk. sTabLauncher solves this problem by letting you create tabs in your dock. You can populate each Tab with as many icons as you like.
sTabLauncher is highly customizable. You can change the appearance of the whole dock, lock it to the top of your screen or the bottom, or customize individual tabs. Right-clicking on a tab lets you add programs and descriptions. You can even rearrange tabs by dragging and dropping them.
sTabLauncher also happens to be free and doesn't eat up much RAM.

Holy crap, it's the old Launcher from Mac OS. Party like it's ... when was that? 1997?
Of course, if you liked it then, you might still like it now. :)

.. it's a pity Apple decided to downgrade it's functionality when they introduced The Dock .. but don't take my word for it ..http://www.asktog.com/columns/044top10docksucks.html

it seems quite good after a quick play it .. however, I'll stick with JetToolBar for now until I can be bothered setting up another launcher.

Ah, yes. It was DragThing I'm thinking of? And I'm trying to remember, but I believe that one of those utilities actually preceded Apple's effort?
Anyway, DragThing lives on:

But a lot of us now prefer keyboard-entry launchers (QuickSilver, etc.) on any OS. Pretty happy with Launchy on Windows. I guess this helps if you forget what something is called. ;)

I don't know why Keybreeze doesn't get mentioned more. It's the best application launcher bar none.
