You can put the tab bar under the address bar, I have mine that way. Unfortunately it's a rather long and convuluted process and I don't even remember how I did it now. I believe it involved making a new toolbar, dragging items to it and turning the default one off. Opera desperately needs to work on their ease of use, the options right now are overwhelming and not very logical at all.
