Customize Windows settings with FreshUI
If you're looking for an easy to use application for tweaking just about every setting you could ever want to tweak in Windows, you might want to check out Fresh UI. While Fresh UI is hardly the only game in town, this Windows tweaking tool is both powerful and easy to use. And it has features that work with pretty much every version of Windows from Windows 95 through Vista.
Fresh UI divides tweaks up into a couple of different sections, including UI tweaks, system tweaks, and hardware settings. For example, you can customize Windows folder context menus, change the layout of the Windows start menu, or change what items show up on your desktop.
You can adjust most of these settings by making registry changes or using windows tools like gpedit.msc, but Fresh UI makes it much easier to adjust hard-to-find Windows settings. And best of all, it's free.

Not only do they require you to register with an email address (I use a drop from 10 minute mail), they told me to lower my security settings to 'Low' in order to show me the page I went to after the email reg and successful download. WAY TOO MUCH BULLSHIT FOR ME. Major warning bells that tell me not to install this program or do any business with them. There is a reason I almost never get hit by viruses/Trojans/worms in spite of my constant surfing.

You should've noted that Fresh UI requires a user to submit an e-mail address to get an unlock code. Not a big deal (for some), but I decided not to install Fresh UI because of this (at least, for now).

It should also be noted that if register they will be spamming you with information about their products. Been there, done that.

I used to use Fresh UI and did so for an extended period of time. I found it to be about the best free tweaker out there, although I didn't try all of them.
When registering you give them an email address and they generate a unique registration code. They do tell you that they will send updates and offers of their software along with 3rd parties software.
Technically since you agree to it it is bacn, not spam. If you do unsubscribe they will stop sending you updates and offers, BUT WILL NOT UNREGISTER YOUR INSTALL. They don't even block you from downloading the updates.
Also be warned that they include a couple of tweaks that can mung up your install of windows if you are not carefull.

I used http://www.mailinator.com to get a temporary email address for this one...
