It's not new: Note This package has been updated to version 2. An issue was identified in which certain computers that have specific combinations of older AHCI USB chipsets and CD or DVD drives that use the SerialATA interconnection bus may not start after the installation of the original version of this package. Version 2 of this package has removed the fix that caused this problem. If you are using a computer that experienced this issue, you can restart the computer by using a bootable Windows Vista DVD and by selecting the Repair/System Recovery options. If your computer has already installed the original version of this update and has successfully restarted, you do not have to install version 2 of this update.

Windows vista is an incomplete and untested operating system. What microsoft did was they just simply said: "you know what, today we're pushing vista onto all new computer systems.. force the consumer to use vista first regardless of the quality, then we'll come back and fix the problems as they are discovered."
The quality of windows vista is absolutely abhorrent.

I bought a new HP Pavilion at the end of November (that's 2 weeks ago). It occasionally won't shut down -- I've got to gun it. Twice yesterday I got BSOD. I"m running AVG Free Edition. I'm also running CVS (version control) on it, which is supposedly supported but gives a warning when you actually download it for Vista. I don't know what's wrong or what's causing the problem.
I'm so far not at all happy with Vista Home Premium. Never had these problems with XP.
