I have a hard time understanding if you're article is ironic. I hope it is, since Facebook is a community to gather existing contacts, not to meet new ones. If that is what you're looking for there's always MySpace and hi5.
The apps that are on Facebook are mostly there to higher the interaction between you and the people you already know. For instance, me and my colleages have created an application called Reb Me (http://apps.facebook.com/myrebtel) where you can call internationally using local numbers. Everything to get your contacts closer, but not in the lap.
