The BBC is a publicly-funded body (to own a TV in the U.K. you have to buy a T.V. licence - all of which goes to the BBC). As a result, the BBC has to be totally transparent with its operations - and has to be platform independent with all its systems. This iPlayer project has long been criticised for not being so, and the neutrality of the project has been highly contentious with the hiring of a Microsoft executive who has arguably a large conflict of interest with his current position at the BBC and his prior roll at Microsoft.
