It's a pretty cool idea since a lot of people are concerned about "the fold", and I like how it tells you the percentages of people who can see that specific area on the screen.

OK kent, then you go put your top content at the bottom of a 1500 pixel high page. And while you're at it, put your main links down there too. In fact, why not just have the top 1300 pixels blank?
The article you link to makes some good points, but is too cursory to validate the blanket statement you made.
