The Portable Freeware Collection. Its mere name, I suspect, has been educational enough, but in case you've got a case of the Mondays: The Portable Freeware Collection is a collection of free Windows software designed to be run off a USB flash drive or other portable storage device. There are hundreds of apps in the collection for every task you can imagine, from media players to security to development. And did I mention they're all free? Definitely one for the bookmarks.

U3 is dead, long live the Portable Freeware collection.
Really what was the use of U3, besides putting a few stickers on the package it served no real and sensible purpose.

As for this site, I must say that it doesn't look very well designed and unless you already know what app you want, you're gonna have a hard time navigating through the hundreds of items.
Check also PortableApps.com which, although of a much smaller breath (or as a consequence of it), is very is to navigate.
