Its mere name, I suspect, has been educational enough, but in case you've got a case of the Mondays: The Portable Freeware Collection is a collection of free Windows software designed to be run off a USB flash drive or other portable storage device. U3 is dead, long live the Portable Freeware collection.
Really what was the use of U3, besides putting a few stickers on the package it served no real and sensible purpose.

As for this site, I must say that it doesn't look very well designed and unless you already know what app you want, you're gonna have a hard time navigating through the hundreds of items.
Check also PortableApps.com which, although of a much smaller breath (or as a consequence of it), is very is to navigate.
