Google Toolbar Notifier bug
Looks like there could be a little buggy hanging out in Google Toolbar for Internet Explorer. IE issues some kind of warning when another application tries to change the default search engine settings, and Google Toolbar Notifier looks to be the culprit. Apparently, this little application runs even when it has been disabled or shutoff says Ionut Alex.
Google is busy working on a fix for this issue at the moment, since they were only made aware of the problem recently.

I am on a dial-up connection. Every time I try to shut down my computer, it tells me that the GoogleToolbarNotifer.exe (or whatever) isn't responding, and I have to manually End Task. On start-up, my computer automatically tries to dail-in.
And IE runs A LOT slower. I am going to uninstall the toolbar unless they knock this junk off and come up with a good fix that doesn't slow performance for those of us stuck on dial-up out in these rural, horribly underserved areas.

Yes, I found it running in task manager, even though it is disabled. It doesn't seem to have any effect, but I am fed up of companies like google adding these things 'for our benefit'. I don't want them, I take care of my own security and like Amy Massey, if they don't fix it soon, it's bye-bye google. And I will never go back.

Removal Advice- (worked on my machine, but I offer no guarantees nor accept responsibility for problems arising from using this advice)
Search registry for ‘notifier’. Remove all instances referring to ‘Google notifier’. I won’t go into detail, but if you have never edited your registry, or feel uncomfortable doing so, then don’t do it! You can render your machine useless if you make a mistake!
In Program files, delete the goggle folder. On my machine, it only contained references to the Notifier- remove at your own risk!
No more notifier!

Update to removal advice- It appears, from reading other advice, the folder one should delete is the 'GoogleToolbarNotifier' folder found in the Google folder. This is reported as removing the notifier without editing the registry. I, however prefer to remove all traces. Once the folder is gone, a propritary registry cleaner should do the job, since the registry entries will no longer have any association and be invalid. Leaving stuff like this behind can cause problems.
