I'm pretty sure these new chips are a completely new architecture; anything else I've heard this week boast that this is bigger than any of their architecture restructurings of the past. Of course, they're supposed to say that with something like this so who knows.. I honestly haven't seen anything in detail as to how new these chips are, or how much of a removal they are from any architectures they have now. I do remember from the announcement that they're boasting 3x-5x better performance/watt than anything they have now. Either way, 2nd half of 2006 should prove to be pretty interesting.
